Authorized body in the field of oil products production:

1) formulates and implements the state policy in the field of state regulation of the production of petroleum products within its competence;

2) develops and approves the procedure for approving and revoking the production passport, the form of the production passport;

2-1) approves the production passport for producers of petroleum products;

2-2) defines a single operator for the supply of petroleum products;

3) excluded by the Law of the Republic of Kazakhstan dated 09/29/2014 No. 239-V (effective ten calendar days after the date of its first official publication);

4) annually approves schedules of planned preventive maintenance of technological installations of producers of petroleum products, taking into account spring field and harvesting operations and the heating period;

5) develops and approves the procedure for monitoring the production and sale of petroleum products;

6) excluded by the Law of the Republic of Kazakhstan dated January 13, 2014 No. 159-V (effective ten calendar days after the date of its first official publication);

7) carries out state control in the field of production of petroleum products;

8) Excluded by the Law of the Republic of Kazakhstan dated 12/30/2021 No. 96-VII (effective sixty calendar days after the date of its first official publication).

9) develops and approves a list of petroleum products for which state regulation of prices is established;

10) annually approves plans for refining oil and refined products;

11) approves monthly plans for the supply of certain types of petroleum products;

12) approves schedules for the supply of crude oil and (or) gas condensate to producers of petroleum products, as well as oil refineries located outside the Republic of Kazakhstan, for subsurface users to meet the needs of the domestic market of the Republic of Kazakhstan;

12-1) develops and approves, in coordination with the authorized body in the field of turnover of petroleum products, a list of refined products;

13) develops and submits to the authorized body in the field of regulation of trade activities proposals on the adoption of customs tariff and non-tariff regulation measures in relation to the export and (or) import of petroleum products;

14) excluded by the Law of the Republic of Kazakhstan dated 07/10/2012 No. 36-V (effective after ten calendar days after its first official publication);

14-1) within the limits of its competence, for the formation and maintenance of a unified database on the production and turnover of petroleum products, provides to the authorized body in the field of turnover of petroleum products information on the actual daily volumes of production, sale (shipment) and residues of petroleum products by type and by producers of petroleum products, oil suppliers (on sales (shipments) and on residues of petroleum products), importers (on the volume of imports, imports) in accordance with the procedure provided for in subparagraph 3) of Article 8 of this Law;

14-2), within its competence, submits to the authorized body in the field of petroleum products turnover annual approved (including corrective) oil refining plans, monthly schedules for oil transportation to all refineries (including those located outside the territory of the Republic of Kazakhstan) in the context of oil suppliers (subsurface users), monthly plans (schedules) for the supply of petroleum products by regions of the Republic of Kazakhstan in terms of oil suppliers;

15) sets the maximum prices for the retail sale of petroleum products through stationary gas stations, which are subject to state price regulation.;

15-1) sets the maximum prices for the wholesale sale of petroleum products for stationary gas stations for which state price regulation is established.;

16) excluded by the Law of the Republic of Kazakhstan dated 07/10/2012 No. 36-V (effective after ten calendar days after its first official publication); 17) excluded by the Law of the Republic of Kazakhstan dated 12/29/2014 No. 269-V (effective from 01.01.2015);

18) develops and approves the procedure for oil suppliers' access to the processing of crude oil and (or) gas condensate, and (or) refined products;

19) conducts departmental statistical monitoring in the field of production and sale of petroleum products in accordance with the statistical work plan;

20) carries out administrative accounting in the field of production and sale of petroleum products in accordance with the forms agreed with the authorized body in the field of state statistics;

21) Excluded by the Law of the Republic of Kazakhstan dated 12/30/2021 No. 96-VII (effective sixty calendar days after the date of its first official publication).

21-1) develops and approves the rules for the supply of petroleum products by a single operator for the supply of petroleum products;

21-2) develops and approves a list of petroleum products supplied by a single operator for the supply of petroleum products;

21-3) develops and approves the procedure for determining the marginal price for the retail sale of petroleum products through stationary gas stations for which state price regulation is established, as well as for the wholesale sale of petroleum products for stationary gas stations for which state price regulation is established.;

21-3) develops and approves the procedure for determining the marginal price for the retail sale of petroleum products for which state price regulation is established;

21-4) Excluded by the Law of the Republic of Kazakhstan dated 12/30/2021 No. 96-VII (effective sixty calendar days after the date of its first official publication).

21-5) approves regulatory technical documents in the field of petroleum products production;

21-6) Reviews draft standardization documents within the scope of its competence, as well as prepares proposals for the development, amendment, revision and repeal of national, interstate standards, national classifiers of technical and economic information and recommendations on standardization for submission to the authorized body in the field of standardization.;

21-7) develops the procedure for forming a plan for the supply of petroleum products;

21-8) develops and approves the procedure and requirements for equipping production facilities based on petroleum products with control metering devices;

22) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations arising in the process of production and turnover of certain types of petroleum products: gasoline, aviation and diesel fuel, fuel oil, road bitumen.
